Scouting level for non-contracted players in minors

Not sure if this is a bug or just something I don't understand.

I am the GM + Coach of the Spokane Chiefs in the WHL in 2018-19 season. This is a brand new setup. There are three players on the team that are contacted to NHL teams: Ty Smith, Jake McGrew and Jaret Anderson-Dolan. I was attempting to set lines and training and noticed that there were no ratings or scouting ("No info available") for only those three players. On the roster screen, all players have a scouting level of "A" except those three players which are "E." Why is that?

All of those players have been with the team for the last year and Anderson and Smith have 3 years. They shouldn't be an "E" scouting level.

Any help is much appreciated. Thanks.

Yeah, they're on your roster, that should be an automatic A. We'll have a look and see why it's doing that. The NHL-CHL agreement on contracts required a bunch of special coding to implement, so sometimes other game systems (like scouting) don't react well to the non-standard roster situations it creates.

To me, this is the same for European junior teams... it makes zero sense to have players on my own academy scouted at E level

For whatever help it is, once I simmed to September 9 those three players became a "C" on scouting level and now ratings and scouting reports showed up. I only had a single scout scouting Ty Smith, just to see what happened.
