Development Problem

So I have noticed when I edit a player for whatever reason sometimes they don't seem to develop any further. I just ran a test in historical mode (sim speed) with it set to use the FHM development and retirement engine. I created a 18yo center and gave him 15's in every category except injury rating is a 1 and a few others are lower (shooting range, shot blocking etc) with 1000 offensive potential and after simulating 10 seasons he hasn't had one attribute improve at all. Has anyone else notice something like this?

Edit: Just tried again and it is working so I'm not sure if i screwed something up lol
