Why is Draft Expenses always the same?

I've noticed that every year my Draft Expense shows up as $7.5 mil. However, some years I have only spent about $2 mil on players signed in the draft. Why don't my financial reports update to reflect this? Still says I spent $7.5 mil every year. This hurts me because some years I went to spend a low amount on drafts so that I have money to use elsewhere. But for some reason I can't seem to do this.

The owner controls this amount of the budget. If you don't spend the money, he keeps it.

That applies to every business not just baseball. Do you think that anybody gets to keep the money if you manage to bring a project in under budget? A pat on the head and "maybe" a cheque at bonus time.

Well of course not. But I would rather have discretion to spend the money how I want. Instead of being forced to spend $7.5 mil on the draft and then have $5 mil left for free agents I would like the flexibility to spend $3 mil on the draft and $9.5 mil on free agents.

It is weird that I have to spend the money just on the draft or the owner keeps it. Why can I only use that money for the draft but not for something else like international free agents? Maybe I'd rather build the team through international prospects instead of domestic ones... Oh well, so much for trying to draft under budget then. Guess I'll just use the budget all up each year then - if the mechanics work like this then why not?
