Player page and Scouting report not syncing, (I've read several old threads, this is different)

Hi, hoping someone can shed some light on this issue.

I have looked into and read several old threads talking about the player page and scouting reports page not matching up current/potential wise and all that. I am in a league where a large number of players are like that but normally 0.5 -1 star at most but there are a lot of them. There are some extreme examples though and here is one.

Before you say "oh nice he really improved" This player has always shown on his player page as either 4 or 4.5 star potential and even on the day the report comes out they are different. There are other players like this. Is this a bug or is it resolvable?
